Dear Planning and Development Department Partners,

On behalf of the rest of the Planning and Development Department’s management team, I want to thank everyone again who has participated in our process improvement listening sessions. As a result of your ongoing feedback, we are focusing on three pillars of service: Enhanced Communication (Personal), Empowered Staff (Seamless), and Efficient Organizational Structure and Processes (Innovative). We are so grateful for your continued investment in Phoenix and are committed to being partners with you throughout this process. The following is a link to the PDD Process Improvement Report that outlines how we are responding. We will have an updated report in the summer of 2025.

 
 

One of the items highlighted in the Process Improvement Report is our Financial Stability Plan. We presented the plan to the Development Advisory Board on December 17. We are grateful for the Board’s support of the plan and its call to update our Building Valuation Data in a two-phase approach starting on January 20, 2025. The first phase replaces the outdated valuation estimates from 2011 with the 2020 ICC data. In January 2026, the 2025 ICC data will be adopted, and annual updates will occur each January going forward to stay current. Updates will not be applied retroactively to permits that are in the system.

Appointments Preferred, Walk-ins Welcome

We want you to have the best experience possible, which is why we encourage our customers to utilize our online appointment scheduling system to make an appointment before visiting the Development Center. Benefits of scheduled appointments include:

  • Better customer experience
  • Convenience
  • Time-savings
  • Improved staff productivity
  • Enhanced organization

While appointments are strongly encouraged, we still gladly accept walk-in appointments as well. Walk-in customers will be assigned the next available appointment time for the respective counter they want to visit. Walk-in customers should expect a longer wait time than customers that have pre-scheduled appointments.  Learn more on our website.

Update to Zoning Adjustment Hearings 

As of October 2024, Zoning Adjustment Hearings have returned to in-person only and are no longer streamed virtually. 

A Zoning Adjustment Hearing is a quasi-judicial process that hears requests for variances and use permits. A variance is a request to deviate from a development standard required by the Zoning Ordinance. A use permit is a request to allow a permitted use provided that it will not cause an adverse impact on adjacent properties in the area.

All hearing attendees will be required to go through security at the main entrance on the south side of Phoenix City Hall. Plan to arrive early for either the morning Zoning Adjustment Hearing beginning at 9 a.m. or the afternoon hearing at 1:30 p.m. Once through security, attendees need to check in at the Planning and Development Department welcome counter and advise them they are there to attend the hearing. The Zoning Adjustment hearings will be held on the first floor of Phoenix City Hall, Assembly Room C, unless otherwise noted. Anyone wishing to speak should fill out one of the speaker cards available at the entrance to the room and bring it to staff.

Planning in the Community

RIO PHX

RIO PHX is a collaborative effort by the City of Phoenix, property/business owners and community stakeholders to create a series of policy documents that will help promote a 20-mile Rio Salado (Salt River) corridor as a local and regional destination that attracts positive investment for the benefit of existing/future businesses, residents, and tourists. This plan aims to be a key implementation component of the regional Rio Reimagined project. It also seeks to address outstanding needs in the area and create opportunities for housing, employment, recreation, art, and ecological restoration. The final aim of this project is also to improve health outcomes for existing and future residents.

A Guide to Accessory Dwelling Units (ADUs)

Phoenix residents who are considering adding an Accessory Dwelling Unit (ADU) to their property now have an easier path forward. The Phoenix City Council recently approved changes to the Phoenix Zoning Ordinance to simplify the process of adding an ADU to residential properties and to expand the number of properties eligible for their construction. 

ADUs are additional living spaces that can accommodate independent living. They can be incorporated into existing single-family or multi-family properties in various ways, such as converting a portion of an existing home, adding an extension, converting a garage or building a new detached structure. We have created an online ADU Guide to walk property owners through the ADU process. The guide serves as a starting point for residents considering building an ADU.

New Ombudsman Section

We understand that the construction, permitting and development process can be confusing. The Ombudsman Section is here to help. Whether you have submitted plans and do not understand the next steps or simply do not know where to start, the Ombudsman Section is available as an “in-house” resource to help you navigate the development process. Our Ombudsman team can facilitate communication with the appropriate staff, help you understand review comments and connect you with the right resources to get your project to the finish line. The team can also answer questions from residents about development and zoning activity in their neighborhoods.
